It started with my program &amp;quot;The Scent of a Kitchen&amp;quot; so I&amp;#39;m lucky to be suggested to write the report.&lt;br&gt;&lt;br&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;Just a joke: I will not praise the program, just tell you what it is about - it is actually about the impossibility to catch the shape, the materialization of a memory and we could hear the real cooking session with an old lady during Christmas in Croatia. &lt;br&gt;&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;Following was the personal story from YLE Finland about the boy in circuss told by an old man, so it was another memory program. This brings us to the listenin order of the program at the IFC Toronto done by Lorelei Harris from Ireland. Bravo Lorelei!&lt;br&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;After disscusion and lunch we came back for some more listening : first 365 Days of Mourning, a Polish program on the problem of disasters in mines which are taking many human lives, a strong program with investigative journalistic approach and a microphone being there in the ambience, in the miner&amp;#39;s reality. &lt;br&gt;&lt;br&gt;Then we herd another Ake Bloomstrom winner - Carmen Petcu from Romania and her program Freedom is Inside Us, about a prisoner who is going out of jail after being there for fourteen years, but he felt more free in the joint then outside. &lt;br&gt;&lt;br&gt;The day was closed with the ABC Australia program &amp;quot;Ambush&amp;quot; about the ambush slaughtering people during The World War Two on the Pacific islands.&lt;br&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;The special and promissing event closed the morning part of the day. It was the presentation of EBU Masterschool course for young featuremakers and four (out of twelve) young feature makers presented excerpts of their programs that they did during the course. &lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;They were all fresh, dynamic, exteremly interesting and inspired an enthusiastic applause from the IFC audience. CO-CHAIR OF THE COFERENCE.&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;Yesterday began with many people hung over from the banquet we&amp;#39;d had the night before which was in a revolving restaurant 500 meters at the top of the CN tower. The evening light was beautiful and we could see right across lake Ontario to New York State about 60 km away.&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;I noticed that - perhaps because of the banquet and the great time we had the discussion groups the next morning seemed more collegial and spirited. One of the pieces we heard that sparked a lot of discussion was called &amp;quot;Easy Miracles&amp;quot;. The programme maker, who is Canadian, is married to an Indian man and the feature described and documented a journey to a goddess shrine where people pray and make wishes. When we discussed the programme people were very divided. Some loved the story, because it was lively and warm and there was a very emotional and personal ending. Others disliked very much the fact that there was so much narration. It showed me that people here have such different aesthetic values. We didn&amp;#39;t resolve anything but people did listen carefully to other points of view and I hope respected them too. After all this is why we are here. To enlarge our perspectives and open our minds to new ideas and other people&amp;#39;s points of view.&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;FROM STEVE WADHAMS. With Edwin Brys, the President of the IFC I went into a studio here at CBC Toronto to discuss things with two of our Polish colleagues.. Both called Anna by the way! We had arranged an ISDN line to their radio station in Katovice in Poland. Edwin spoke about what the IFC does and how it tries to support feature making. Anna then asked me to say what my favourite programme was so far. What a question!! But I could see in her eyes that I had to come up with an answer and NOW! I said that a programme played as part of &amp;quot;The Classics&amp;quot; by Rene Farabet was my favourite so far. It was produced by an American cameraman who had gone to Vietnam to document the war there all those years ago. I liked it a lot because it was so unusual. It told its story entirely without narration, just by the sounds and the juxtaposition of the sounds which were very varied and powerful. I said that for me I felt as if I was being immersed in this war. It took me right there. I could hear it and almost smell it.&lt;br&gt;No narration needed. But I have nothing against narration! It warned : &amp;#39;Watch it! We have a marvellous tool here.&lt;/div&gt;&lt;div&gt;Let&amp;#39;s not neglect it, and waste its potential! Otherwise, all of us, and especially the listeners, will be the losers.&amp;#39;&lt;br&gt;&lt;br&gt; Around seventy-five programme-makers came along; most of them having flown to Berlin defyning the current miasma of terrorist scare.&lt;/div&gt;&lt;div&gt;It was an evening of statements presented by a wide cross-section of Featurists.&lt;/div&gt;&lt;div&gt;As a form of self- Diagnosis, it concentrated the mind wonderfully, (even though the symptoms described varied personally, but also nationally, across Europe).&lt;/div&gt;&lt;div&gt;&lt;br&gt; Easily the evening could have been a flood of moans and accusations. Refreshingly however, this was stemmed by self-criticism, -by a healthy self-questioning, and an honest admission that we are part of the problem.&lt;/div&gt;&lt;div&gt;Speaker after speaker pleaded guilty to a variety of collective sins : choosing stories that seem to interest us rather than the listener; or often treating them superficially; or falling into the trap of formula programme-making; or caring more for presentation than content; in some cases unwittingly encouraging a stale polarization in the output, thus spawning programmes that are either straight reportage or self-indulgently &amp;quot;arty&amp;quot;.&lt;br&gt;&lt;br&gt; There is still mediocrity and glibness around, we were warned.&lt;/div&gt;&lt;div&gt;Are the important issues that help to explain the world sufficiently addressed ?&lt;/div&gt;&lt;div&gt;Do we communicate effectively enough?&lt;/div&gt;&lt;div&gt;If the feature is &amp;quot;a fragment of reality recreated for radio&amp;quot;, does it usually function as &amp;#39;a witness of the times&amp;#39;?&lt;/div&gt;&lt;div&gt;Authenticity can be compromised by over-editing and technological tinkering.&lt;/div&gt;&lt;div&gt;Perhaps now as never before does the Feature need its magic, its sense of originality, its freshness, to help Good Radio cast its spell on younger listeners as well.&lt;/div&gt;&lt;div&gt;It is a matter of sadness if the Feature is perceived as &amp;#39; a beautiful landau making its elegant way among speeding cars on the autobahn&lt;br&gt;&lt;br&gt; Disarming and courageous self-flagellation! But the feature-maker, far from being the only culprit, is also a victim.&lt;/div&gt;&lt;div&gt;Something of an unsung hero, perhaps; certainly someone who doggedly has been cultivating his or her craft, - often in spite of alleged administrative indifference, inadequate resources, limited time and poor pay.&lt;/div&gt;&lt;div&gt;What about these complaints?&lt;br&gt;&lt;br&gt; In the prevailing system, it was certainly felt, there is a dichotomy, in that the commissioning editor ( or &amp;#39;producer&amp;#39;) for some time now has had &amp;quot;to combine his creative skills with a managerial way of thinking&amp;quot;.&lt;/div&gt;&lt;div&gt;For good or ill, gone is the feature-maker&amp;#39;s splendid isolation of yore; a poet up in the garret!&lt;br&gt;&lt;br&gt; But in the real world, passion for one&amp;#39;s craft is not enough.&lt;/div&gt;&lt;div&gt;It takes time to compose a decent feature; time to think and research, often to travel to different locations, to listen, to select, to edit, to compile, to re-mix.&lt;/div&gt;&lt;div&gt;By all accounts, (including my own experience as a freelance), this time is poorly paid for.&lt;/div&gt;&lt;div&gt;Funding was also identified as being at the root of several complaints about studio facilities, and their availability.&lt;br&gt;&lt;br&gt; Perhaps the point should be made that a feature need not to be an &amp;eacute;litist, &amp;#39;high-falutin&amp;#39; form of radio.&lt;/div&gt;&lt;div&gt;In this fairly typical year, for instance, the vast majority of features were stories of human interest; about what is going on in our societies, in the lives of some fellow-humans, and in our individual lives.&lt;/div&gt;&lt;div&gt;Some features may / must deal also with the cultural landscape around us.&lt;/div&gt;&lt;div&gt;We need thought-provoking, beautifully-crafted, imaginative radio programmes that are interesting and a joy to listen to.&lt;/div&gt;&lt;div&gt;As wholly commercial broadcasters may not provide this wider range of choice, the intelligent listener expects the tax-or-licence-funded national broadcasters to offer good, challenging, &amp;#39;custom-made programmes, rather than competitive mass-production&amp;#39;.&lt;br&gt;&lt;br&gt; This year too we heard some excellent specimens of the species; and indeed there was a nice symbolism in the two winners :&lt;/div&gt;&lt;div&gt;the first one by a veteran feature-maker,&lt;/div&gt;&lt;div&gt;the second one by a young newcomer.&lt;/div&gt;&lt;div&gt;But in a competition no one expects every single programme to be of the highest standard, -and the truth is that there were several cases where the language of radio, the grammar, the magic somehow didn&amp;#39;t quite coalesce to produce that particular excitement we feel when the feature is &amp;#39;on song&amp;#39;.&lt;br&gt;&lt;br&gt; One common denominator among those attending the &amp;quot;S.O.S. Feature&amp;quot; evening, was the fact that we were all essentially powerless programme-makers.&lt;/div&gt;&lt;div&gt;I really wish that some of the high-powered people who have it in their gift not only to tighten but also to loosen the purse-strings, - could be urged to come to Prix Europa, to take part in our discussions, and have a chat with the common herd of programme-makers. I&amp;#39;m sure we&amp;#39;ll all be thrilled to meet them over a glass of German wine next year.&lt;br&gt;&lt;br&gt; Times have moved on; crafted radio has lost its sense of occasion; listening habits and expectations have changed.&lt;/div&gt;&lt;div&gt;And yet, the Prognosis for the Radio Feature is good.&lt;/div&gt;&lt;div&gt;It may be a traditional form, but it is not condemned to be old-fashioned.&lt;/div&gt;&lt;div&gt;It has plenty of flexibility, vitality and sap to be able to adapt, renovate, reinvent itself, move with the times, widen its audience appeal.&lt;/div&gt;&lt;div&gt;To identify any weaknesses is to take the first step towards getting rid of them.&lt;br&gt;&lt;br&gt; So what&amp;#39;s the Therapy? (Good word, &amp;#39;therapy&amp;#39;; not only does it imply that maybe we ought to have our heads examined, but its original meaning was &amp;quot;waiting on&amp;quot;, &amp;quot;serving&amp;quot;.)&lt;/div&gt;&lt;div&gt;What can be done then to &amp;#39;serve&amp;#39; the listener better?&lt;/div&gt;&lt;div&gt;No quick fixes, by all accounts.&lt;/div&gt;&lt;div&gt;We need not only judgement, talent, passion and some money, - but also a different mindset.&lt;/div&gt;&lt;div&gt;There was a unanimous appeal for a re-thinking of Radio Management philosophy; for a reappraisal of the values, the power and priorities of Radio; for simply realistic budgets for radio features, to allow for fairer remuneration, adequate time, better conditions.&lt;/div&gt;&lt;div&gt;Radio authors and feature-makers to be encouraged to address &amp;quot;the concerns of the world&amp;quot;, to use the imaginative panoply of radio to dig deeper into stories of the present and of the past; to strive for a balance between form and content and have a wider appeal; to attract younger listeners without condescension.&lt;/div&gt;&lt;div&gt;With improved conditions and stronger programmes, listeners will be tempted, challenged and willing to make their vital contribution.&lt;br&gt;&lt;br&gt; Voices were also raised in favour of more cross-fertilization between the Feature and Current Affairs documentaries.&lt;/div&gt;&lt;div&gt;More co-productions; workshops; seminars; exchanges of views in contexts like the remarkable forum of the annual &lt;b&gt;International Features Conference.&lt;/b&gt;&lt;br&gt;&lt;br&gt; But there&amp;#39;s hardly anything new here, you may protest; most of the points have been rehearsed before.&lt;/div&gt;&lt;div&gt;Well!&lt;/div&gt;&lt;div&gt;Perhaps they cannot be rehearsed often enough!&lt;/div&gt;&lt;div&gt;Maybe they should be addressed to all concerned again and again, (as &amp;#39;formal appeals&amp;#39;, it was suggested), until a concerted effort is made in terms of programme policy, but also financially and artistically.&lt;br&gt;&lt;br&gt; The Feature deserves to survive.&lt;/div&gt;&lt;div&gt;But it has to be stimulating, eagle-eyed, sparkling, dynamic.&lt;/div&gt;&lt;div&gt;The process from the Idea through to Completion appropriately nurtured.&lt;/div&gt;&lt;div&gt;For its real significance is not in the end the acoustical experience; not its craftsmanship; nor anything &amp;#39;&amp;eacute;litist.&lt;/div&gt;&lt;div&gt;It lies in the fact that it embodies the essence of Good Radio; that it is the lifeblood of Radio; its DNA.&lt;/div&gt;&lt;div&gt;How can then this radio form par excellence be allowed to decline further, to withdraw into some ghetto and wither away?&lt;/div&gt;&lt;div&gt;American Radio (stagnant, commercial-spewing, attention-span-conscious, listener-patronising,) looms as a dreadful warning; The other half is how to tell your story. In &amp;#39;Don&amp;#39;t hang up,&amp;#39; presenter Alain Dein wonders out what would happen if you&amp;#39;d call BT telephone boxes all over the country.&lt;br&gt;Splendid idea, though the storydevelopment could have been better worked out.&lt;br&gt;Anyway, this programme let hear a nice paradox : intimate, vulnerable stories that are captured out of the public domain.&lt;/div&gt;&lt;div&gt;&lt;b&gt;&lt;br&gt;&lt;/b&gt;&lt;/div&gt;&lt;div&gt;&lt;b&gt;- HIGLIGHTS/THE DAY OF THE CATASTROPHE&lt;br&gt;(ORF - AUSTRIA)&lt;/b&gt;&lt;br&gt;Catastrophes can shape our lives. The assasination of John Lennon, the tragic death of Lady Diana or the Supergau at Chernobyl. Finaly the great catastrophe: 09/11.&lt;br&gt;The makers, who start from a beautiful premisse - how one deals with&lt;br&gt;collective memories - don&amp;#39;t fully succeed in their ambitious project.&lt;br&gt;Too many quotes, too little story.&lt;br&gt;Author and director Peter Klein brought his work to the conference for the sake of the discussion. A brave attempt in participating into the real core of this IFC: reflection and criticism amongst professionals.&lt;/div&gt;&lt;div&gt;&lt;b&gt;&lt;br&gt;&lt;/b&gt;&lt;/div&gt;&lt;div&gt;&lt;b&gt;- THE VIETNAM TAPES OF LANCE CORPORAL M. BARONOWSKI&lt;br&gt;(NATIONAL PUBLIC RADIO - USA)&lt;/b&gt;&lt;br&gt;This programme won the Gold Prize at the Third Coast Festival&amp;#39;s inaugaral competion in 2001.&lt;br&gt;In 1966, a young Marine took a reel-to-reel tape recorder with him into the Vietnam War. For two months, until he was killed in action, Michael Baranowski made tapes of his friends, of life in combat, and then sent those audio letters home his family in Norristown, Pennsylvania.&lt;br&gt;Astonishing radio. Remarkable and breathtaking.&lt;br&gt;If this Baranowski would have not been killed that early, he should have been in our midst: being an outstanding radiomaker.&lt;/div&gt;&lt;div&gt;&lt;b&gt;&lt;br&gt;&lt;/b&gt;&lt;/div&gt;&lt;div&gt;&lt;b&gt;- IMMEMORIAL EPIC COMES DOWN UNTIL TODAY&lt;br&gt;(CHINA NATIONAL RADIO)&lt;/b&gt;&lt;br&gt;Most of the time, China comes out with nice told epic stories about lost myths. Some observations while listening recently to a number of Orson Welles programmes, in particular to my favourite called &amp;quot;The Hitch Hiker&amp;quot;:&lt;br&gt;&lt;br&gt;The words and sound effects, even the subject itself seems to be a little dated after 60 years. &lt;br&gt;You might call it trivial. Although most radio countries made documentaries, some producing innovative and interesting results, no-one knew anything about each other. The people involved were not acquainted with each other. It was a state of isolation, like standing on a cliff at night, seeing the lights of distant ships or beacons, but having no way of contacting them.&lt;br&gt;When I first went to the Prix Italia in 1966 to listen to the radio-documentary competition entries, I was the only person in the room.&lt;br&gt;&lt;br&gt;This ice-age of international radio documentary was also characterised by a rigidity of forms and antiquated technical equipment. Radio documentary was primarily a studio-recorded litany recited by narrators, a narrative dramaturgy in a journalistic or literary style, related to the reportage or the essay. Its main role was always to convey infor-mation. The tingling, exciting potential of &lt;b&gt;radio&lt;/b&gt; as a &lt;b&gt;medium&lt;/b&gt; was either unknown or ignored. Radio documentary was something akin to a talking head which lacked practically everything below it: a chest, a belly, of course - and especially genitals.&lt;br&gt;&lt;br&gt;The first three &amp;quot;beacons&amp;quot; with which I began cross-border collaboration were flashing in the Netherlands, Hungary and Poland. Their names were Bob Uschi, &lt;i&gt;chef de cuisine&lt;/i&gt; of radio documentary for NOS Hilversum, who, aided by three researchers, served a brilliant half-hour gourmet documentary every week; Lajos Lorand, who was developing inves-tigative radiophonics in Budapest; and Witold Zadrowski, the great reporter with the omnidirectional microphone, who crafted perfect original-sound documentaries despite the limitations of mono. The French were equally pioneering in the art of radio documentary; Zagreb also ought to be mentioned, along with Copenhagen and the experimenting BBC. Change was in the air, and it was emerging in different places simultaneously. &lt;br&gt;&lt;br&gt;The radical breakthrough for innovation, however, came with stereophonics. This was the time of Berlin, the second half of the 1960s. We learned how to write using acoustic sequences rather than language. We started to forget the typewriter, using the new tools of documentary production instead. We wrote with the microphone, the tape recorder, the scissors and the sound mixer. The exciting thing was that we were able to leave our studios and desks and go out into the open, liberating radio documentary from its traditional and technical fetters. Suddenly, we were no longer tied to an office devoted to writing; the whole world belonged to us.&lt;br&gt;&lt;br&gt;The portable tape recorder allowed us to give up our sedentary existence and become nomads and hunters once more .... with the microphone as our weapon.&lt;br&gt;&lt;br&gt;My God, what a feeling of liberation! We no longer wrote about a subject, we recorded it ourselves. We were acoustic cameras, shooting our sound material in the wild, then combining it into productions. We called these documentary works &amp;quot;acoustic films&amp;quot;.&lt;br&gt;&lt;br&gt;Noises and sounds were no longer simply accessories, extras or illustrations of a theme or plot, they became the theme itself. They were no longer playing a supporting role, they had taken over the lead. By contrast, the written and spoken word declined in importance, ultimately disappearing completely from later productions during this development. Voices, too, were no longer feigned studio voices reading scripts, they were living people speaking with their own authenticity and originality - i.e. live recording. It was the real world, not a simulated one.&lt;br&gt;&lt;br&gt;What was new and difficult for us at that time was learning to write with our ears and for ears, to design or rather compose. In other words, you no longer wrote down clever, informative or pretty things; from now on you dived into your original sound and exploited its potential to compose rational and emotional processes, creating a sentient organism of communication. Just as a composer thinks, guides and feels with his notes, so we could sing our living song from the score of our documentary. A song so alive that it could reach out beyond the loudspeakers to the listeners.&lt;br&gt;&lt;br&gt;This technical and dramaturgical revolution also revolutionised the international radio documentary. In the early 1970s, there were already a number of groundbreaking productions, so that everyone could hear the profound changes in the genre.&lt;br&gt;Its aesthetics, its pretensions, its self-image and value system had changed beyond recognition.It was reminiscent of the development from the stagecoach to the rocket.&lt;br&gt;&lt;br&gt;The Big Bang in international radio documentary came in 1974. The paths of three radio people crossed for the first time at a festival in Ohrid, Macedonia: &lt;a href=&quot;http://ifcwiki.wetpaint.com/page/Myriam+Fimbry%2C+Ake-Blomstrom+Prize+2003%2C+Canada&quot; target=&quot;_top&quot;&gt;Ake Blomstr&amp;ouml;m&lt;/a&gt; from Sweden, the Belgian Andries Poppe and myself. We were like three radio atoms, destined for each other both personally and professionally, converging resolutely on one another. We elected to make it our joint vocation to build and develop the radio documentary on an international level. For radio, it turned out to be a decision of historic significance. &lt;br&gt;&lt;br&gt;In 1974 Berlin was already a focal point of radio documentary. SFB&amp;#39;s Feature Department had been attracting increasing international attention from radio colleagues, due to its novel acoustic ideas on the production of informative radio - and because of the many prizes it had won. This is illustrated by the long list of information visits to Berlin in 1974: BBC London, YLR Helsinki, CBC Toronto, MR Budapest, BRT Brussels, SR Stockholm, RDRS Basel, JRT Zagreb, DR Copenhagen.&lt;br&gt;&lt;br&gt;However, this early network of the SFB Feature Department had a crucial weakness: it consisted exclusively of bilateral relations, i.e. SFB Feature (P.L. Braun/Klaus Lindemann) only had relations with one other foreign partner station at any one time. There were no contacts between the partners themselves. In 1975, therefore, Blomstr&amp;ouml;m, Braun and Poppe decided to convene the first International Feature Conference. It was to be a mega-step in development, pursuing the modernisation and the qualitative progress of radio documentaries not only from the centre in Berlin, but from a whole number of centres.&lt;br&gt;&lt;br&gt;The very preparations for this first International Feature Conference (Berlin, 23-27 June 1975) were daring and challenging. The organisers did not seek approval from the EBU, the body responsible for international radio conferences, not wishing to risk being forced to set up a committee with equal representation for friend and foe that would then convene and run the conference. On the contrary, this conference convened itself.&lt;br&gt;It was its own creation.&lt;br&gt;&lt;br&gt;The second gamble consisted in the total disregard of hierarchies in broadcasting organisations when issuing invitations. People were invited because of their talent and their desire for innovation, not because of their position.&lt;br&gt;&lt;br&gt;In order to comprehend the need for such unusual steps, it is necessary to appreciate the following:&lt;br&gt;&lt;br&gt;&lt;ol&gt;&lt;li&gt;Radio documentary was not a profession in its own right. Only very few broadcasting organisations even had a documentary department (with its own staff, its own budget, regular programme slots and fixed production times). Documentary was often organised as the poor man in radio drama departments, while more often than not it was a vagrant genre with no organisational affiliation.&lt;/li&gt;&lt;li&gt;Most documentaries expressed traditional formulas, and production and management staff were also correspondingly traditional.&lt;/li&gt;&lt;li&gt;In order to invite documentary makers from both Western and Eastern broadcasting organisations to sit around the same table, it was necessary to circumvent their umbrella organisations (OIRT in the East, EBU in the West), and the political obstacles of their approval procedures.&lt;br&gt;&lt;/li&gt;&lt;/ol&gt;&lt;br&gt;It all succeeded, and the first International Feature Conference was staged. It was not an expression of the political will of a Western or Eastern umbrella organisation, nor even the result of collaboration between the radio stations Blomstr&amp;ouml;m, Braun and Poppe worked for (SR, SFB, BRT respectively). It was something much smaller and much more personal. In essence, it consisted of little more than the professional handshake between Ake, Andries and Leo. It consisted of the idea of acoustic emancipation for the radio documentary, and the vision of cross-border collaboration, bonds of friendship and sticking together. That&amp;#39;s the way it was, that&amp;#39;s how it happened, that&amp;#39;s how it all began.&lt;br&gt;With the holding of this first conference, the new world of the international radio documentary had been created.&lt;br&gt;&lt;br&gt;It was a very small world to begin with, numbering only 16 participants from 14 countries: Belgium, Denmark, Finland, France, Ireland, Yugoslavia, Canada, The Netherlands, Norway, Austria, Sweden, Switzerland and the USA . Yet even this first conference brought together protagonists of radio documentary like Zvonimir Bajsic (Zagreb) or Rene Farabet (Paris), who were later to go down in the annals of the genre&amp;#39;s history, or people like Karl Schmidt (earplay USA), Knud Ebbesen (Copenhagen), Michael Littleton (Dublin) and Alfred Treiber (Vienna), who were later to enjoy successful managerial careers. It was altogether an inspired, lively gypsy community, none of them high-ranking but many of them important. For many of them, a trick had to be used to bring them to Berlin as official representatives of their radio station.&lt;br&gt;This trick was a strictly personal invitation which included defrayal of their hotel and other expenses for their stay in Berlin. This meant that they were independent of their bosses and prevented the latter from replacing them around the table at the Berlin conference. Each delegate received DM 32 per day in expenses and DM 35 per night for the hotel. Including entertainment expenses and the scheduled events, the entire conference cost precisely DM&amp;dagger;7,537.68. A small price for the launch of a New World. &lt;br&gt;&lt;br&gt;&lt;br&gt;This first conference had three tasks:&lt;br&gt;&lt;ol&gt;&lt;li&gt;To review the situation of the radio documentary in the participating broadcasting organisations, i.e. staffing, finance, technical facilities, and how the radio documentary was incorporated into the organisational structure of the stations.Conclusion: virtually no staff, little money, frequently no access to professional studios, outdated recording equipment and, with a few exceptions, a low or even non-existent organisational status.&lt;/li&gt;&lt;li&gt;To review the prevailing ideas on documentary production with demonstrations of one typical and one unusual documentary respectively from each participating broadcasting organisation. Conclusion: much traditional trash, some radiophonic gold, and four diamonds worthy of export.&lt;/li&gt;&lt;li&gt;To investigate opportunities for collaboration: How could we give each other mutual editorial, financial and technical support, in order to produce an increasing number of high-quality radio documentaries?&lt;br&gt;&lt;/li&gt;&lt;/ol&gt;&lt;br&gt;Results:&lt;br&gt;The first International Feature Conference led to the energetic ascent of a neglected programme genre. In Belgium, Austria and Hungary it resulted in the establishment of new feature departments.
